Renting out property in Pakistan while living abroad is possible, but it only works smoothly when someone on the ground is clearly responsible for the property, the tenant is properly vetted and registered, the agreement is in writing, and rent and tax are handled through traceable channels. Your main decision is who manages the property for you: a family member, a professional property manager, or a mix of both. This guide compares those options and lists the checks that matter most when you cannot visit.

Why renting out property in Pakistan while living abroad needs a plan

When you live in Pakistan, small problems are solved with a visit: a leaking tap, a late payment, a neighbour's complaint. From abroad, every one of those becomes a phone call, a delay and sometimes a dispute. The most common problems overseas owners describe are:

  • Rent arriving late or in irregular amounts, with no clear record.
  • Repairs approved over the phone without quotes or photos.
  • Tenants staying on after the agreement ends, or sub-letting without permission.
  • Police registration of the tenant never being completed.
  • Rental income not being declared, leading to tax notices later.

Each of these is easier to prevent than to fix. The steps below are designed around prevention.

Your three main management options

OptionWorks well whenMain risks
Family member or trusted friendThey live nearby, have time, and are comfortable handling tenants and repairsInformal records, strained relationships if problems arise, limited time
Professional property manager or agencyYou want written reports, a single point of contact and someone used to tenant issuesFees, quality varies, need to check their authority and reporting
CombinationA professional handles tenants and maintenance while a relative makes occasional checksUnclear roles unless responsibilities are written down

Questions to ask any manager

  1. 1What exactly is included: tenant search, agreement, police registration, rent collection, repairs, inspections?
  2. 2How and when will rent reach you, and what proof will you receive?
  3. 3What repair amount can they approve without asking you?
  4. 4How often will they inspect the property, and will they send photos?
  5. 5What is their fee, and is it a fixed amount or a share of rent?
  6. 6Can they give a written agreement setting all of this out?

Whoever you choose, put the arrangement in writing. Even with a close relative, a short written note of responsibilities avoids misunderstandings later.

Giving someone authority to act for you

Your manager may need to sign a tenancy agreement, deal with the society office, or handle utility bills on your behalf. For some of these a simple written authorisation is enough; for others, particularly anything involving ownership, transfer or legal proceedings, a power of attorney may be required.

Keep any power of attorney as narrow as the job needs. A document that only allows letting and rent collection is far safer than a general power of attorney that could also be used to sell or mortgage the property. If it is signed abroad, check the attestation requirements of the Pakistani mission and the office where it will be used. Our article on power of attorney, tax and payments from abroad explains the precautions in more detail.

Finding and checking a tenant from abroad

Tenant quality is the single biggest factor in whether letting from abroad goes well. Ask your manager to:

  • Collect a copy of the tenant's CNIC and verify it.
  • Confirm employment or business details and a previous landlord reference where possible.
  • Confirm how many people will live in the property.
  • Share these details with you before any agreement is signed.

Police registration in Balochistan

In Balochistan, the law on rented buildings requires landlords to provide tenant information to the local police, and the provincial authorities have publicly reinforced that tenant registration is mandatory, with legal action possible against violators. As the owner, you remain responsible even if you live abroad, so make sure your manager completes registration and sends you proof. Our landlord's checklist for tenancy agreements and tenant registration in Quetta covers the process.

The tenancy agreement

A written tenancy agreement protects you far more when you are not there to resolve disputes in person. As a minimum it should state:

  1. 1Names and CNIC numbers of landlord (or authorised representative) and tenant.
  2. 2Property address and what is included (furniture, fittings, parking).
  3. 3Monthly rent, due date and the bank account it must be paid into.
  4. 4Security deposit amount and conditions for its return.
  5. 5Agreement period, notice period and any rent revision terms.
  6. 6Who pays utilities, society charges and minor repairs.
  7. 7No sub-letting or change of use without written permission.
  8. 8Right of the landlord's representative to inspect with notice.

Collecting rent and keeping records

Ask for rent to be paid by bank transfer into an account in your name rather than in cash to the manager. This creates a clear record for you, for tax purposes and for any dispute. If you hold a Roshan Digital Account, check with your bank how property-related income can be handled through it; our guide to buying property through a Roshan Digital Account explains how these accounts work.

Keep a simple monthly record of rent received, expenses paid, repairs and inspections. A shared spreadsheet that your manager updates is often enough.

Tax on rental income

Rental income from property in Pakistan is generally taxable in Pakistan, including for owners who live abroad. Points to be aware of:

  • Under section 155 of the Income Tax Ordinance, 2001, certain tenants, such as companies and other prescribed persons, must withhold tax from rent they pay. FBR's withholding tax rates card for tax year 2027 lists a graduated scale for individuals, starting at nil for annual rent up to Rs 300,000.
  • Whether a tax return is also required depends on your full circumstances. Tax advisers note that ignoring rental income in Pakistan is a common reason for FBR notices.
  • Your country of residence may also tax this income, depending on its own rules and any tax treaty with Pakistan.

Because the rules depend on your residency status and other income, speak to a qualified tax adviser before the first rent payment. Our post on filer vs non-filer status explains why being on the Active Taxpayers List matters for property owners.

Maintenance, inspections and the end of a tenancy

  • Agree a repair approval limit and ask for photos and quotes above it.
  • Ask for an inspection with photos at least every few months, and always before a tenant leaves.
  • Record the property's condition with dated photos at the start of each tenancy.
  • At the end, compare the condition with the starting photos before deducting anything from the deposit, and share the breakdown in writing.

Frequently asked questions

Can I rent out my property in Pakistan if I live abroad?

Yes. Many overseas Pakistanis do, usually through a relative or a property manager. The key is a clear written arrangement, a checked and registered tenant, a written tenancy agreement and rent paid by bank transfer.

Do I need a power of attorney to rent out my property?

Not always. A written authorisation may be enough for letting and rent collection, but some tasks may need a power of attorney. Keep it limited to what is needed and follow the attestation requirements.

Is rental income taxable if I am an overseas Pakistani?

Rental income from Pakistani property is generally taxable in Pakistan, and some tenants must withhold tax from rent. Confirm your obligations with a qualified tax adviser.

Who registers the tenant with the police in Quetta?

The landlord is responsible for providing tenant details to the police. If you are abroad, your manager or representative should complete it for you and send you proof.
